On the 39 cm-tall bags, the ones with listed measurements, yes. In a shorter bag, or a drawstring bag, an A4 binder goes in at an angle or not at all: compare the listed height to the 30 cm of a binder.

What's the difference between a backpack and a drawstring bag?

The drawstring bag is a simple soft pouch closed with a sliding cord, with no padded back or wide straps: it works for gym gear, not for carrying books every day.
